La Comisi\u00f3n Europea define el ciberbullying como hostigamiento verbal o psicol\u00f3gico continuado llevado a cabo por una persona o un grupo contra otras a trav\u00e9s de servicios online o tel\u00e9fonos m\u00f3viles. El ciberbullying se entiende generalmente como el acoso que ocurre entre iguales en Internet.<\/p>\n<p><strong>No existe, sin embargo, una definici\u00f3n \u00fanica de ciberbullying acordada internacionalmente o a nivel europeo<\/strong>, por lo que el estudio recomienda llegar a un acuerdo entre los distintos estados miembro para poder crear una definici\u00f3n oficial del acoso entre iguales en Internet. Esto asegurar\u00eda, seg\u00fan concluye el estudio, un entendimiento com\u00fan del fen\u00f3meno entre todos los estados miembros, y posibilitar\u00eda <strong>compartir buenas pr\u00e1cticas y recomendaciones<\/strong>.<\/p>\n<p>El estudio relaciona la evidencia cient\u00edfica con las pol\u00edticas de intervenci\u00f3n llevadas a cabo, y comparte diversas experiencias desarrolladas en varios estados de la Uni\u00f3n Europea. Las buenas pr\u00e1cticas compartidas en el estudio se agrupan en dos \u00e1reas: aquellas relacionadas con la <strong>sensibilizaci\u00f3n y la educaci\u00f3n<\/strong>, y las que ir\u00edan m\u00e1s enfocadas a la <strong>protecci\u00f3n de la infancia<\/strong>. Una buena combinaci\u00f3n de las dos es la que ofrece los mejores resultados, siempre y cuando se <strong>involucre tambi\u00e9n a ni\u00f1os, ni\u00f1as y adolescentes como parte de la soluci\u00f3n y no se les trate como meros objetos a proteger.<\/strong><\/p>\n<p>El estudio tambi\u00e9n desvela que ninguno de los 28 estados miembro tiene legislaci\u00f3n civil o penal espec\u00edfica para el ciberbullying, por lo que las investigaciones tienen que girar en torno a delitos relacionados con la inform\u00e1tica (revelaci\u00f3n de secretos\u2026), violencia (intimidaci\u00f3n, amenazas\u2026) o contra el discurso de odio y discriminaci\u00f3n.
